Location: Delhi, NY Category: Administration Posted On: Wed Dec 6 2023 Job Description: Reporting directly to the President, the Vice President for Finance and Administration is the Chief Fiscal Officer (VPFA-CFO), charged with ensuring the fiduciary integrity of the Institution and providing strategic leadership to a group of strong professionals who manage ongoing operations of a complex organization.
The Finance and Administration team strives to provide high quality services, effective solutions, and regulatory guidance to promote responsible administration of the Campus's physical infrastructure, technology, financial resources, and human capital in support of SUNY Delhi's strategic vision.
Serving as a member of the President's Council and Executive Leadership Team, the VPFA-CFO works as a partner in institutional planning and positioning to allow energy, ideas, and motivated leaders to advance the College as it encourages innovation and relevance in response to the needs of its students, faculty, staff, and partners.
Specific, responsibilities include, but are not limited to: Serve as Chief Financial Officer of the College with an annual all funds operating budget of ~$40M.
Serve as key advisor to the college president on all matters related to the College's budget as his/her/their primary job function.
Provide vision, leadership, and oversight for all Finance and Administrative Services and is responsible for sustaining a culture that empowers staff to take informed risks, be creative and collaborative, and act as full partners in helping students to achieve their goals.
Support SUNY Delhi's mission, vision, and values through effective structure, policies,' and services to promote and sustain- a culture of inquiry, evidence, assessment, improvement, quality, and celebration of accomplishments.
Promotes and supports the integration of technologies and innovative pedagogies that enhance and improve services to students and institutional effectiveness.
Advocate for and allocate resources to enhance and ensure the quality of Administrative Services divisional operations and support student success.
Guide staff in planning, creating, and sustaining programs and initiatives that fulfill the College's strategic goals.
Support recruitment, professional development, evaluation, promotion, tenure, and retention of quality staff.
Develop and sustain productive and collaborative relationships across divisions and with other college constituencies.
Lead and oversee direct reports in the areas of: Computer Information Systems; Human Resources; Facilities & Capital Planning; Student Financial Services; and, Budget and Campus Business Office operations.
Lead, supervise, coordinate, and evaluate all direct reports, departments, and programs, adhering to appropriate College policies and procedures.
Coordinate the Campus's capital master planning and energy master planning programs; prioritize projects in consultation with Campus leadership; advocate for State funding.
Responsible for the College's internal control program, including compliance with NYS and SUNY policies, risk management; and required annual reporting.
Act as campus point of contact for internal and external audits as well as fraud reporting and investigation of complaints.
Responsible for sponsored program post award administration and oversight of financial reporting in conjunction with the Research Foundation of SUNY; serve as Operations Manager for the Research Foundation of SUNY at Delhi.
Serve as SUNY Delhi's Freedom of Information Law (FOIL) Officer relating to the public's right to review certain government records.
Actively participate in Campus labor relations, including representing administration on labor/management committees.
Ensure regulatory compliance with applicable federal, New York State, SUNY and Campus laws, regulations, and policies.
Communicate and provide financial updates and information to the Campus community, including students, faculty and staff as well as College Council.
Represent SUNY Delhi as a member of the State University Business Officers Association (SUBOA).
Work closely with SUNY System Finance, State University Construction Fund, SUNY Counsel and University Audit Offices.
Work effectively within the 64-campus State University of New York (SUNY) system.
Represent the college, where appropriate, through interactions with local, state, and federal government representatives.
Maintain confidentiality, as appropriate according to law or policy, of information acquired in the work of the College.
Perform other duties as assigned by the college president.
Job Requirements: Bachelor's degree in accounting, business, business administration, management, finance, or related field from a regionally accredited higher education institution.
Minimum of 5 years of progressive administrative experience with at least 3 of the 5 years include supervisory experience.
Evidence of effective interpersonal and communication skills, the ability to cultivate partnerships, and to work with diverse groups of faculty, students, staff, and external constituents on complex issues.
Broad knowledge of financial, business and accounting principles and their application to budget and accounting problems.
Documented ability to integrate data into decision making to promote effective practice and policy.
Preferred Qualifications: Master's degree in accounting, business administration, finance, management, or related field from a regionally accredited higher education institution.
Executive leadership experience in higher education finance and budgeting.
Experience with SUNY Involvement with the accreditation process.
Evidence of work in a university or college environment.
Experience working with county and state governmental agencies.
